yes its true that u have to prove that u have a place to park ur car before buying it, in some citys u have to do the same with bicycles.

My moms husband just went to Japan for somthing his Grandparents did after Hiroshima bombing. He told us about these, he said you had to prove you had a place for your car to be able to buy one...is this true?
