Here is Marie in her Halloween costume. I think it worked out pretty well considering I had to adjust the pattern so many times. She loves to spin in it.

Never thought to sell them. I wouldn't even begin to know what to charge. I believe it was a Simplicity pattern. Not that hard to follow if you have a bit of time

It's just a piece of the same fabric sewn in half then. You fan it at the same intervals as the skirt gather. Sew the fanned sections together and then attach to skirt. You cover the place where you attach it to the skirt with buttons covered in the same fabric.
