Videos show Taser Use On Handcuffed Prisoner at O.C. Jail

Orange County sheriff's deputies repeatedly shocked a handcuffed prisoner with a Taser, even after he had been strapped into a restraint chair, slammed him onto the floor with a "knee drop" and appeared to hit him in the head while he sat passively on a bench, jail videotapes show.

The grainy but graphic images from 2006 show Matthew Fleuret, 24, being put into a holding cell at Orange County Jail and held on the floor by at least five deputies, one of whom pulls Fleuret's arms back and sharply up toward his head while others repeatedly shock him with the Taser over a period of about 13 minutes. Fleuret's lawyer says he was hit 11 times with the stun gun during the incident.

Experts on the use of force interviewed by The Times suggest the deputies violated widely accepted standards. "It does not look pretty," said Geoffrey Alpert, a University of South Carolina criminology professor who has studied the issue for about 25 years.

If it weren't for these types of released surveillance videos, general society would believe that it is the deputies and jailers that are being mistreated. After all, that is what they seem to claim. Well, these videos show the truth. The sickos in this video need to be locked up. They are clearly dangerous criminals acting under the color of law. Moreover, as people, they are just low. They are indecent.

What an amazingly sick, twisted, sadistic band of uniformed coward thugs. My God, these sickos are tasing this guy while he is handcuffed, and yes, as someone has pointed out already, there appears to be a female doing this as well. Well, at least "female" on a biological basis anyway.

It takes a certain type of insecure, power-tripping sadist to make a career out of hurting people in such a cowardly manner. What really burns me up though is how these nimrods try to pass themselves off.

What surprises me is that these brute beasts not only do this 2 a handcuffed person but even the female deputy isn't shocked by this type of behaviour but seems intent on being a co-conspirator 2 this OUTRAGEOUS, COWARDLY, CRIMINAL ABUSE!!! The fact that there is a video recording their disgusting behaviour doesn't deter them!!! I am a Christian but i agree hypothetically with @1BUNNYMAXIMUS. Once again there seems 2 b nobody willing 2 behave morally + intervene. These abuses make me ANGRY!!!

@Wrestler71479 I'm not a Christian, but I do believe in some sort of afterlife or SOME sort of karma. There's GOT to be SOME sort of balance in nature. I've met and spoken to more than one cop lover. Some of them are the most hateful, sick and twisted individuals I have ever encountered, way worse than the gang members and druggies who squat in the house a few down from me even, at least they usually help old ladies with their groceries (no, NOT to snatch their purses.)

Reminds me when the Wetaskiwin RCMP got their first tasers. They hung outside the bar all night playing with it on intoxicated people and laughing. People who looked at them got threatened as they walked by that if they did not mind their own business they would be next. Power is amazing feeling but when it is abused you can expect the worst case scenario like a civilian who gets zapped and reacts by slaying a cop out of instinct. It can , has and will happen again. Harness the power abuse less

i agree 100% look at these pigs-what are there about 5 of them. they are standing around the cuffed man like hyenas around the downed prey! they sure have the rights to clear abuse.if the pigs don't like your WORDS you get abused.i thought you at least had to come at them or throw a fist - now it's just words. these pigs need to be stuffed with an apple in their mouths,barbecued alive, and fed to the starving vultures. at least they'd be of some real use!!!!! lol
