Deviat' raz - "nine times" refers to the nine times Putin as president addressed the nation on New Year's eve.

Tri bukvy - here rendered as "go get trucked" refers to a Russian obscenity for male genitalia, where, when one wants to say the equivalent of "go get x-ed," is the "place" to which one is sent.
