Actually, a lot of criminals HAVE been conspiring to kill thousands of civilians. Look at Timothy Mcveigh. Why didn't we waterboard him to ask him if any more people were involved, or going to bomb other people? Also, Torture is NOT "how we got to Bin Laden." Finding Bin Laden was a serious of complex covert operations, and did not just boil down to torture. Do you ever consider that the Government might not tell you how many prisoners they torture who give the nothing?
