Im going to get Heart Gold, I prefer Ho-Oh and Kyogre !! Well i just my Opinion :]

It's just preference. Also, Ho-Oh, or Phoenix if you want to get technical, may have better stats, but you also have to remember the different builds. Lugia can learn a lot of attacks that can hurt Ho-Oh and can end up having better stats than Ho-Oh in the end. That isn't to say that Ho-Oh can't learn attacks that can hurt Lugia. Lugia just has a better repertoire of attacks to work with.

Not really, i caught both lugia and ho-oh in pokemon emerald (lvl70) and Ho-oh's stats were way better than lugia's
