The wall was built by King Jeongjo(1776-1800), who planned to move the royal court from Seoul to this area to be closer to the tomb of his father, Prince Jangheon. It had been moved in 1789 from Mt.Baebongsan near Yangju to Mt.Hwasan near here.
To facilitate the relocation of the court, the Suwon town center was moved from the foot of Mt.Hwasan to the foot of Mt.Paldalsan to provide lodging for King Jeongjo when he visited Hyeonnyung-won. A temporary palace was built at the foot of Mt.Paldalsan to provide lodging for King Jeongjo when he visited Hyonnyung-won until the wall and relocation of the court could be achieved.
The construction of the wall, which was originally called Hwaseong, was begun in 1794 and completed in 1796. The wall was designed by two leading scholars, Yu Hyeong-won and Jeong Yak-yong, and its construction was managed by Chae Je-gong, a deputy prime minister, and supervised by Jo Sim-tae. The most scientifically designed and constructed of Korea's ancient walls, the Suwon Hwaseong Fortress was built to withstand spear,arrow, rifle and cannon attacks. The building materials were standardized so that they could be handled by crane-like devices.
The 5.7km-long wall fell into ruin and was damaged during the Korean War(1950-53). It was restored through a three-year project begun in 1975. However, a 421m portion between the PaldalmunGate, the Dongnamgangnu, and the temporary palace could not be rebuilt because the areas were highly developed.

The Wall's main facilities include the eastern gate ChangnyongmunGate, four smaller passageways, two flood gates, three guardhouses, a signal-fire stand and five gun emplacements.

Suwon was called Maehol-gun during the Three Kingdom period(57 B.C to A.D. 668), Suwon-gun during the United Silla Period (668-918) and Suju during the Goryeo period(918-1392). It become known as Suwon during the Joseon period.
