i found out when she does this. When you first arrive in the subway world, Cynthia will be doing this until you trigger the cutscene, but of course you have to have Eileen's nurse outfit on first.

LoL I think you have to do something special in order to have this happen in the next playthrough. You have to have gotten every ending + Eileen's alternative costume. Damn, a lot of work just for an ass-shake, don't you think? Henry better get some fries with that after all the hell he's gone through to get the special favor
