These are pretty innovative recon WiGE vehicles. WiGE is a technology that hasnt been fully explored since the fall of the soviet navy and their ekranoplan projects. Flying so close to the surface (less than 20m) to exploit ground effect also shields them from radar, in the region where signal is murky from ground interference, they also can operate in very shallow water and over land.
300m away you wouldn't be able to hear them.

Okay people, calm down. Seriously, so many ignorant comments here. These are coastal patrolling craft; not combat craft. Hence the camera and a machine-gun. In this role, their practical use is greater than merely using a boat.
Those who have been reading Matt Gurney and the National Post article can go and eat a dick.
