What it's shooting out is called a proboscis. It's what the worm (and a lot of worms have this) shoots out in order to dig or eat a prey.

@Feystarshadow Actually it's a creature with no vertebrae. Lancelets and tunicates both have a notochord at some stage but no vertebrae.

I've had an Nemertean expert contact me from the smithsonian institute to confirm the identification. It was found in northern New South Wales, Australia.
