"Our foreign policy has for too long been excessively militarized," says Bacevich, "to the extent that senior military officers, such as the four-star regional commanders, are the principal actors in the framing and implementation of U.S. foreign policy, and that almost guarantees that our policies will continue to be excessively militarized."
