Russian Taxi controllers received on 27.045MHz in Southern UK, using narrow FM. The receiver is the (modified) Intek H-520 plus handheld, and the antenna is a 15m long wire connected via an Antenna Matching Unit.
The frequency used falls within the European Citizens Band (CB) allocation. Normally transmissions on frequencies around 27MHz will only be heard within a few miles from the transmitter. However, when atmospheric conditions are favourable, the signals can be reflected from the upper layers of the ionosphere... and received thousands of miles away!
