the fourth made the rasengan and then wanted to enhance it by adding elemental chakra to it but failed to do so in his lifetime. the fourth succesfully created the rasengan but failed to make an elemental addition to it. Naruto completely created the rasen shuriken on his own through many days of hard training.

By the way. The training was firstly, to make Naruto to manipulate his nature chakra, and then combine it with an element. - Manga 318, page 10: Quote "So if I complete this... It means that 've gained my first elemental recomposition." end of quote. And here's clearly a pointout that Naruto is the owner of this new jutsu:
