From the NW corner of the lough, drive N and take the first right. Keep following that road around. Stay right at a couple more junctions, eventually you come to a cul de sac, at the end of which is a stile. Cross the stile and follow the path, it's about a 10 minute walk down to the rapids. I don't know whether it's private property or not, but there's no 'Keep Out' signs.
