honestly didn't get what you want, considering that you can do this in AF6, AF7, AFCS2.. and that effect is there by default.

yes; create an adjustment layer and draw with the pen tool around the number plate, then go to effects, blur and sharpen, gaussian blue. then in the panel at the side, increase the blur value to whatever you want, the higher the more blur. and keyframe in the mask path or the layer position.
