42 other states have a Lottery. Only 2 east of Nevada don't, Alabama & Miss. Lotteries have little or no effect on small businesses except retail businesses where they've been proven ton increase revenue per square foot in gas stations and other retail establishments that sell tickets. They also increase foot traffic. We should be tired of Alabama being last in everything except football. A lottery is the next best thing to a flat tax.
