Adding noise to an otherwise quiet motor vehicle is just another way to removing responsibility from the driver. The driver should be well aware of pedestrians and cyclists and other road users and not have additional environmental noise to "warn" them of approaching automobiles. US motorists have an inflated sense of "ownership" of the roadway and this isn't going to remove or reduce that misconception.

The two words that come immediately to mind are "phony" and "tinny."

I think the people who are designing the car tones are the same ones who are designing the bodies. Let's get some auto enthusiasts on board both teams, and make something that is not offensively bland.

The difference being, if a sailboat were to "run down" an unwitting swimmer, nobody gets crunched beneath tires and pavement. You forget that water waves splashing about, like on a hull, makes its own noise. What a horrible analogy anyway, as if sea lanes had pedestrian crosswalks or that sailors didn't have to be fit to sail in the first place.

Couldn't you just clip some playing cards in the spokes with a clothespin?

nope, sound is too big, too overbearing. Is better for a bus or large truck.
