I would say it is safe to assume it actually should be 3 from Tatsunoko since they took Hakushon out and they probably should keep the balance.
With that aside, we at least want some new characters. Even if it's only one from each side (Fingers crossed for Speed Racer)

According to Wikipedia, it says that Capcom will reveal 4 new characters, 2 for Tatsunoko, 2 for Capcom at the Tokyo Game Show this year.
