This is a Rescue 911 segment titled "911 Runaway Car" It is from This is episode 6.2/Production Number: 601, which aired on September 20, 1994.
On August 29, 1993, a woman's car is running out of control on I-95 and the North Carolina Police have to find a way to stop a car that has a stuck gas pedal, a transmission that won't move from Drive, and a ignition that won't turn off.
NOTE:NOT MY VIDEO
I read a magazine article of this incident and one trooper clocked her going airborne off the median at 85+. The article also said that her ignition worked fine in a test after the crash. She says, in the article, that when she started to get scared, she started to suffer from an asthma attack, and in her confusion, its possible she turned the key the wrong way.
Good driver no... excellent driver

All these people saying "shift into neutral" clearly didn't watch the video. At the end they clearly say that not only was her accelerator stuck, but a lose bolt had caused her to be unable to shift gears which prevented her from shifting into neutral.

Put the car into neutral, or if desperate enough, scape the car against the guardrail to brush off speed.
