He was going less than 5 miles per hour. slower than walking speed. A scooter only weighs a couple hundred pounds. I've had my leg ran over by a quad and it hurt, yes, but it only bruised my leg a bit. And quads are much heavier than a scooter. No way that he actually broke his leg. But hey, if you go lay in front of moving traffic, you can sue the first person that hits you right?
