It's not a Super Hang On port. It is a hack of a Japan-only NES game called Top Rider. The only things not identical are the altered title screen ("Rider" and the picture are still the same), the bike selection screen, and the bike/rider. Even the music is the same.

yeah like Ipwnall111 say you can actually see that the programmer were lazy. It really fun to check these weird hack or pirate specialy on the NES
