That's dried shaved bonito fish flakes on top of pounded rice cake soup. It gets put on some other dishes too and when it reacts to the heat it moves around in a quite creepy way (It is long dead, but seeing it makes you wonder.)

nope it is very healthy and tasty! That is the reason why Japanese people lives the longest cause they eat right!
