Yes, if it replaces a car -- but if you're using it for a trip you'd have made in a cage otherwise, it's replacing a car for the duration of that trip.

It's one less car anyway, but I agree if the trip is longer than a man cycling power you should take a bus or rent a car.
Why have a fuel eater heavy personal metal cage to go around?
(especially if you live in a city, of course)
