It's neither. It's a silly little snippet that fans of the show might appreciate. It's far from the show's funniest scene, but it's also perfectly funny in context, where it's actually important to the episode's story. For others, it's out of context completely and likely unfunny. However, if you're going to dismiss the show based on this clip, you might as well base your opinion on Abbey Road from a random 15 second clips from "Her Majesty."
