Jija seems to follow his wife's advice throughout but that wasn't the case, the script well explained it just in 10 secs when she give permission but he did not do it.Veiwer think about this act of Jija and eventually about Khallu. You willrecall that Khallu was not lethal to anybody and thus no one would be same to him.
The idea behind this twist was to let the viewer think about the chemistry not the plot/story AND that is what you and me have been doing after getting out of the movie.

My perception is:
Jija did not shoot them because he was never meant to kill them. If you think about why did not he shoot them before the first joke?
Jija and Khaalu were not lethal at all.
and ABOVE ALL
Jija seems to follow his wife's advice throughout but that wasn't the case, the script well explained it just in 10 seconds and make you get out of the chair, pondering about the charterstic of Jija and Khallu.
