What the hell does "these engineers analyze and solve programming problems and create the framework for code writers who write the tiny steps that make up a program" mean?
I've never heard of dividing people into "software engineers" and "code writers". All the software engineers that I've met write the code themselves. Of course, they often divide programming tasks with other software engineers.
Solving a problem and then making someone else write the code sounds like a recipe for disaster
