function wise it's V altered of V of Tonic . F#7( #5#9 )---> B--->E.
If you want to look at it as a C chord you can say it is
Sub V of V of V , which makes it a bit complex and not realistic. F#7 is a simple and common used chord before the B7 ( V of V ) in Jazz/Blues chord changes.
It's like saying whats the dif btwn C# and Db?
Enharmonically they are the same pitch, but function wise and scale wise they completely 2 dif notes. Enjoy the lesson :)
