@whoo689 The difference between cap-and-trade and an ACTUAL tax is the MARKET part of the program! Surely big businesses with LOTS of profits and revenue can afford to reduce their emissions, if even by a little bit, and then SELL some of the credits to smaller companies that can't reduce their emissions.
DUH! Why do you pretend like this is totally fixed, and the companies can make ZERO adjustments to deal with the costs? THAT'S THE POINT OF CAP-AND-TRADE!!

I'm sure the dozens, if not HUNDREDS, of economists, Republican politicians, etc. who were VERY MUCH FOR the SO2 cap-and-trade program that was, by just about every measure, WILDLY successful and cost-effective in reducing sulfur dioxide emissions, "isn't a market-based program." Then WHAT IS a market-based way to fight emissions, Robert? What do you propose??
