Thanks! I used 3ds Max 2009, and for the rig body the CAT3.2 plugin. I went with a very simple mesh > turbosmooth on top of that > polysselection with a Softselection on the outer loose/flappy edge. Then a Ripple (WSM) modifier for the large wavy/ripple action. I put a Bend modifier in to help curl the loose/flappy edges around the body. A splineIK bone chain could be used to sub-in for the CAT rig/plugin (I just like the CAT tail rig action :) ). I'll be glad to send files if you want.
