yea my computer is being a dick as well. I downloaded maplestory like 10 times and it keeps saying that i need another program to open it. Its never done that before. Do you know whats going on?

I fixed it! What i did was choose to open it with my computer, then i chose it when it was in the start tab, and it worked!
