In this video you will see a N/A 4th Gen Eclipse GS 5SPD, being DYNO tested with RIPP Header with HIGH FLOW CAT and BRAT. It will Produce 192whp (an additional 25whp UP FROM STOCK), running a cold air kit and an cat back exhaust system and the addition of a RIPP-BRAT BOX

What exactly is a BRAT box (might be a stupid question, but I still want an answer) and how much do the headers and brat box go to. Plus, are they street legal outside of CA?

The BRAT corrects the signals coming in from your modifications. Your car has a learning ECU - when you do mods at first it makes power - then as your car learns the mods it starts to reverse out the power. The BRAT stops this from happening. It will go up with the BRAT box usually about 10hp

Any idea about gas milage? I know it's stupid question.

if you drive it normal gas mileage goes up... simply because the blower delivers ready abd steady air to the engine which free's up sight whp. This is turn produces a more efficient running engine. Even at a 1 0r 2 psi you are still using the fuel the STOCK ECU can deliver. If your always on it the obvious is going to happen less gas mileage. So most end users report gas mileage as about the same give the a balanced driving style.
