Shaun Chamberlin, co-author of the All Party Parliamentary Group report into TEQs, presenting
"TEQs - what they are, how they work, and why we need them" at the report's launch event, House of Commons, January 18th 2011.

His talk was followed by endorsements from John Hemming MP, Caroline Lucas MP and Jeremy Leggett, convenor of the UK Industry Taskforce on Peak Oil and Energy Security (http://peakoiltaskforce.net/ ).

Quotes from Part 1 (the video above):

"TEQs would guarantee that the carbon emissions budget set by the Climate Change Act is actually achieved, rather than just being an aspirational target. They would also secure fair access to fuel in potential times of deep scarcity."

"TEQs units would have to be surrendered when any energy user (individuals, companies etc) wishes to purchase fuel or electricity."

"Every adult in the country would receive an equal, free Entitlement of TEQs units."

"Individuals who use less than their free Entitlement would be able to sell their surplus units, and benefit from their relative energy-thrift."

"All fuel and energy would be carbon-rated over its full lifecycle. This would create a competitive advantage for those companies with a lower carbon way of procuring their fuel or energy, as their customers would have to surrender fewer TEQs units for that fuel."

"TEQs would mean that there would be no need for complicated measurements of emissions at exhaust pipes, or for carbon labelling."

"There would be a single, national price for TEQs units, so everyone has access to the same market... buying and selling units would be as simple as topping up an Oyster card or buying mobile phone credit."
