Of course this song wasn't used for the real film as Ringo was 7 years to slow at writing it.

Its Peter Serafinowicz an English comedy writer and performer (you may know him from shaun of the dead, spaced and doing the voice for Darth Maul in Star Wars).
He had a show on the BBC that was unfortunately pulled but he often did these beatles impressions and parody songs on the show. if you search his name you'll find lots

That is an excellent parody of Ringo. Perfect length too, you milk the joke and let it end quickly. Plus the whole thing ties in nicely with the theme and style of the Help! film.
