Thats a big turtle. You should go with the outdoor pond for summer time, and indoor tank when its cold. If you want something cheap and are going for homemade design, just buy alarge rubber tub from home depot or a hardware store, and work out a way to incoorporate a big filter and possibly an above tank cage so predators aren't able to get in, or just provide some kind of turtle shelter underwater they can hide in.
