Used Powered Parachutes can cost as little as $6,000...... if you want to fly passengers yes you need a Sport Pilot License. If you buy a single seat machine which is FAR 103 legal you do not need a liscene. Also you can fly powered paragliders without a license and costs are around $3000. Thanks
