The song is about the mistreatment of prisoners at the Abu Ghraib jail in Iraq, specifically by the American soldier Lynndie Englund. She's the "lady with the leash" in the song. It also mentions using "prods," electronic torture devices. Old Sir Mick can still get pretty pissed off about behaviour like that!
