This is in English, this is how people speak, they are not American. Basically the guys are saying they have the right to stop and search under section 44 for terrorist activity but they dont do it unless they need to, but but they could do that under section 60 if they believed that someone was carrying a weapon.

What's amazing here is that the protestor doesnt know about the IRA bomb which belw up the whole area years ago and the police have to give him a history lesson!

This so called Law it is really a Statute in the form of an Act of Parliament was yesterday declared UnLawful by the EU. The fact is Black's Law Dictionary states clearly that Stautes are just the legislated rules of society and they need the consent of the governed. If you don't consent to any statute then they do not apply to you. Read up on TPUC and FMOTL sites.

Is there anything significant here, or is it just idle chatter? It would be nice if you could point out anything in particular that we should make note of. Otherwise, it's pretty hard to tell what is going on. The heavy british accents and poor audio make much of it very difficult to understand. Maybe you could add subtitles or something, using YouTube annotations?
