Viktor isn't underpowered at all. He can be a complete bully in lane and has a unique set of skills. If anything needs to be changed about him, it's Evolving Technology. Power Augment scales poorly into the late game, his Gravity augment is actually fantastic, and his death augment is underwhelming, especially since it takes up an item slot. More often than not, I find myself wishing for an extra item slot. His q range is a little short too. For instance, if you try to trade with an Annie or
