Right click on your simcity icon, click properties, and in the target box, add the following:
-w -CustomResolution:enabled -r1024x768x32
So you end up with something that looks like "C:\Program Files\Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe" -w -CustomResolution:enabled -r1024x768x32
the -w is the bit that tells it to be in windowed mode.

@legomovie190 :: A 503 error means that their webserver is overloaded. Just try again at a later time =]
