You are correct. The beaver cartoon was intended to be on the Watchkins video. Unfortunately, though, it wasn't completed until after the video's release.
Yes, the live action/animation Watchkins video was produced in 1988-89. It aired a number of times on the Family Channel in the early-90s, but was never released commercially on VHS (or any other format).
