Just wondering, did one of the neighbors possible alter any drainage feature in the subdivision, such as filling in or obstucting a ditch downsteam?

Thanks for the comment! Actually no, nothing was altered. We just had about 2 inches of rain in about a 30 minute time frame and the ground couldn't handle it. There is a drainage culvert in our side yard, which we keep very clean and this is only the 2nd time in 5 years that it's flooded.
