i think the Mutants & Masterminds system could work, with a drawback or flaw that would allow you to use the "plasmids" (powers), have them weaken over time (running out of EVE), and the option that all characters are using lethal damage to show the hurt you can deal and be dealt. you'd have to set some limits on the power level (i'd say about 6-7), and the amount of experience the characters get (maybe like 1 per game to keep people from ramping up abilities).
M&M is real flexible that way

The factions thing could work a little like Alpha Centauri, where PCs wouldn't necessarily have to be members of the same faction, but similarly aligned factions. So Cohen's, Ryan's and Sinclair's groups are more likely to work together cohesively than say, Ryan's, Fontaine's and Lamb's. The problem I find is that no players all want to play members of the same group / class / race / clan.

Great stuff man - thanks for doing a vid. I was thinking something like a blood point system as well. I was also thinking of some kind of "corruption" mechanic so if the players use too much they degenerate - it may stop power gaming and the like. :)
Any news on this front? I've been communicating with the Gentleman about it as well.

@boltorange See my video titled "Bioshock Infinite RPG - Project Icarus" for my most recent ramblings about making an RPG out of Bioshock.
As far as an update on the status of things, it has become (for me at least) a bit of a "back burner" project both simply because of time constraints and because my current players have expressed very little interest in pursuing this idea at the table. Perhaps in the relatively near future I will return to developing it but it has currently been set aside.

@Webhead123 I actually came upon the "Infinite" video first. Did BioShock 2 contribute to putting this one on the back burner as well?

@boltorange I wouldn't say so. Bioshock 2 was a fine game. The story was weaker and less compelling than the first game but the gameplay was definately improved in several ways. The game was a lot of fun to play even if the narrative stumbled a bit.
I am looking forward to Infinite and hope that it manages to live up to its predecessors. Still, System Shock 2 was my favorite of the "Shock" series and I've contemplated basing an RPG campaign around it before as well.
