Common Cartridge as an interoperability standard has two sides, the creating/exporting side, and importing/editing side. Most LMS systems currently do not create/export cartridges, so most are not truly interoperable. What happens when you want to share your edited cartridge? The whole point of CC is to allow content to be shared across such systems. Only a very small number of LMS systems support true interoperability, and let authors get their content out if they chose.
