Generally yes, you can fly and you can control flying manually in Aion.
You cant fly in all game zones (some of them are closed to flying) but you can glide in every. Also there is uncontrollable flying like in that video, which is used in quest cutscenes, as visual effect for short-range transportation system etc.

Do you know if you can, for example, jump from a cliff, drop a bit, and then in mid-air summon your wings?
A bit like a parachute drop?
