The canon explanation of the raptors in the movies (as given in JP the Game) is that they are Velociraptor Mongoliensis, except with a size distortion caused by Wu's tampering of their genome. Also, the Dilo's weren't too small, they were just juveniles. As for that frill, we can only guess that it's yet another genetic aberration.

When Michael Crichton was writing the book he based the velociraptor off of the Deinonychus, which at the time was being debated as to whether or not it was part of the velociraptor family.

I thought Utahraptor was way bigger than 6ft tall(which the jurassic park velociraptors are), I thought it was 7 or ten feet tall.

it's a deinonychus. not a velociraptor.

@Xenomorph237 Well, actually, no it's not. If you want to try to get technical, these dinos were called Velociraptors by Spielberg who took the license to make them much larger than the fossil record would indicate. However, while working on the first Jurrasic Park, the 'Utahraptor' was discovered, and was the same size as the fictional dino of the movie. The Deinonychus was never an inspiration for this dinosaur at all.
