There is also the point in movies where you KNOW they're going to be together forever so it doesn't really matter how "creepy" it is, it's "sweet". If my SO did the flower thing, I'd be pretty excited. If he did it every day or if someone I didn't know/had just started dating did it, it would be excessive and/or creepy.
