Take around 6 feet of clear mono line 10 to 15 lbs B.S.
slide on a small spinner blade.
Now slide on 4 or 6 coloured beads. You can interspace them with sequins to add flash if you want.
Finally tie on a hook 1/0 Aberdeen or thin wire circle pattern.
Fish below a 4 oz watch lead on a sliding tube boom or sliding lead link, with a swivel between the main line and plaice trace to lessen any twists in the line.
Good luck !

@MrMountainyak
We can catch Plaice on the inshore shingle banks known as the "Skerries" which are around 4.2 miles out to sea from Dartmouth. Devon, South West, UK..
The waters there where we find them vary between as little as 12 feet to perhaps 65 feet or more.
The best times are now, from February through to say November.
