Libya received its arms largely from the USSR and Russia, until very recently. Unfortunately, the USSR wasn't a democracy, and so it was a bit difficult for its citizens to push for anything.

More recently, Gaddafi possibly bought some vans from the UK. Obviously, we shouldn't have sold him those vans.

@dylanj501 It's common for many cultures to laugh in the face of terrible and tragic events and to laugh at despots; it's not a uniquely British trait. These events are glaringly horrific and raise all sorts of ethical blind-spots. This is satire. Humour used to highlight injustice. Some of the tweets coming from Tahrir Square in Cairo when things were in the balance also demonstrated this type of cynical humour.
