In Costa Rica cumbia is danced in this way. The name of this style is "swing criollo". This dynamic and colourful dance is very popular in most discos in San José (and outside too) and is still growing very fast in popularity. The song in this video is "Vírgen de la Candelaria" by "Sonora Dinamita".
