Unfortunately I cant give you any articles or details about tracks. But the name of the surface for the Osaka is Top Ace CL produced by Oku.

Do you know what kind of tracks they have or the name of any articles about their tracks? I have been unable to find much information about this topic.

There is no such thing as special technique known only in Japan or Asia for that matter.

Some of Japanese athletes have very unique way of running though, like Suetsugu.

I think one of the reasons why they have good PBs is Japan has superb tracks.

It is not the only reason of course.

I mean many of the japanese athletes running superb times like lows 20s, very odd aside black sprinters, are skinny guys

I can't believe japanese sprinters times, this guy 10,09, ito, asahara, suetsugu ran 200 in 20 flat . it's all this due to special technique unknown in western countries?
